Assignment Description

One of our clients has a need for an advanced estimating and project controls capability to mainly support the early phase growth opportunities. The advanced estimator/project control lead will provide a complete estimating service to support the evaluation of new prospects (DG0 – DG1) as well as managing all project controls matters which includes cost engineering and scheduling tasks. The role requires the estimator/project controls lead to facilitate all aspects of the estimating, planning and cost engineering process such as estimate planning, scheduling, estimate development, benchmarking, and review. The estimator/project controls lead must be confident at discussing technical solutions and can develop estimates with limited information. The estimator is responsible for assuring the quality of the estimate towards management and partners and is a key role in the project decision-making process.

Key Responsibilities

  • Responsible for development and management of all project controls deliveries to the project.
  • Present life cycle cost through case books and develop top-down weight/quantity estimates.
  • Ensure proper application of all company project control function processes and procedures.
  • Be part of a multidiscipline team and seek advice from colleagues and leaders.
  • Perform commercial and technical reviews and make decisions and recommendations.
  • Be the company's Subject Matter Expert within early phase estimating.
  • Prepare and review cost estimates including calculating contingency premiums and escalation requirements.
  • Maintain and build early phase estimating case book compliant with company methodologies.
  • Develop estimates in accordance with corporate standard WBS methodology.
  • Liaise with Planning and/or Cost Disciplines for alignment between Cost/Estimate and Schedule.
  • Provide analysis and review of estimates and schedules from contractors and internal units.
  • Perform estimate close-out activities for proper data experience capture.
  • Assist with maintenance and development of estimation tools and methods.
  • Present estimates and schedules for project management reviews.
  • Ensure estimates are traceable and based on the Norwegian experience database.
  • Conduct quality control of contractors' cost estimates and schedules.
  • Develop the project estimate, basis of estimate, benchmarking, and estimate report for CAPEX, DRILEX, OPEX and ABEX costs.
  • Ensure quality of estimating input from other company business units.
  • Coordinate all disciplines to ensure that estimates and schedules reflect current design status.

Qualifications

  • Degree in Engineering / Industrial Economics / Quantity Surveying or equivalent education.
  • Minimum of 8 years' experience in project estimation or project controls lead position within the oil and gas industry.
  • In-depth understanding of offshore development project execution methodology and Decision Gate processes.
  • Advanced user of Microsoft Excel.
  • Experience with Norwegian standard cost coding system.
  • Understanding of Norwegian estimate classification system.
  • Experience writing project estimate reports and basis of estimate.
  • Ability to quantify project risks and their impacts.
  • Experience in building and running weight/quantity estimating models is desirable.
  • Experience in tender evaluations and bid check estimates is desirable.
