, contributing to democracy and equitable distribution of power and resources in cooperation with civil society organisations through its Civil Society and Partnership programmes; contributing to increased protection of civilians before, during and after conflict and promoting humanitarian disarmament, handling explosives and prevent weapons from going astray though its well-renowned Mine Action programmes; and, together with local partners, contributing to preventing and responding to humanitarian crises through its Humanitarian programmes focusing on SGBV, Protection and Food Security and Livelihoods.
We are looking for a Global
Food Security and Livelihoods (
FSL) Advisor
to join the Humanitarian Unit in our International Department. This is a pivotal role for shaping NPA's approach to Food Security and Livelihoods across both humanitarian and development contexts, supporting country programmes, and representing NPA in global sector networks.
Location: Oslo, Norway. Please note: Duty station in other NPA programme countries will be considered. (Frequent travel and short-term deployments up to 4 months per year)

Requirements
- Master's degree (or higher) in Agronomy or Agriculture, Development Economics, International Development, or related fields. Equivalent professional experience may be considered.
- Minimum of 5+ years in international development or humanitarian assistance, including at least 3 years managing FSL programmes in emergency and development contexts.
- Experience with partnerships in INGOs and local civil society, including in humanitarian settings.
- Strong experience in contingency planning, start-up of FSL programmes, emergency response, and programme cycle management.
- Fundraising experience: proposal development, reporting, and project management; familiarity with various institutional donors is a plus.
- Strong English skills (written and verbal); Norwegian is an advantage. Arabic, Spanish, or Portuguese is an asset.

Responsibilities
- Guide NPA's thinking on Food Security and Livelihoods, climate-smart agriculture, cash-based programming, disaster risk reduction, recovery, and long-term development strategies.
- Provide technical leadership in programme and proposal development, ensuring alignment with international best practices and country-specific contexts.
- Support country programmes in integrating FSL into broader sectoral interventions, including Protection and SGBV.
- Conducted sector-specific assessments, developed technical recommendations, and provided surge support for emergency responses.
- Build the capacity of staff and partners on innovative FSL approaches, market-based interventions, and resilient programming.
- Coordinate NPA's FSL response, recovery, and development activities internally and with external actors, including donors, local partners, and international stakeholders.
- Represent NPA in global FSL networks, technical working groups, and the Food Security Cluster, positioning the organisation strategically.
