About CEPI

Launched in 2017, the Coalition for Epidemic Preparedness Innovations (CEPI) is an international coalition of governments, academic, philanthropic, private, public, and intergovernmental institutions whose vision is to create a world in which epidemics and pandemics are no longer a threat to humanity. Our mission is to accelerate the development of vaccines and other biologic countermeasures against epidemic and pandemic threats so they can be accessible to all people in need.

CEPI played a central role in the global response to COVID-19, creating the world's largest portfolio of COVID-19 vaccines – seven of which are approved for global or domestic use – and co-leading COVAX, the global initiative to support equitable access which supported the delivery of over 2bn vaccine doses globally. CEPI has contributed several scientific breakthroughs in vaccine development against other infectious diseases, including the first ever licensed Chikungunya vaccine and the first Nipah and Lassa virus vaccines into Phase 1 trials.

As COVID-19 has demonstrated, emerging infectious diseases represent an existential threat to our way of life. COVID-19 is not the first pandemic of the 21st century, and unless we act now, we can be sure that it will not be the last. Unlike some of the other looming threats that humanity faces, we have the tools to systematically reduce and even eliminate the risk of future pandemics. It is vital that we capitalise on the rare alignment of political will, practical experience, and technical and scientific progress emerging from the pandemic to prevent such devastation happening again.

CEPI's five-year plan for 2022-2026 – known as CEPI 2.0 – will contribute toward CEPI's ultimate goal of dramatically reducing or even eliminating the future risk of pandemics and epidemics. Central to the plan is CEPI's goal to accelerate the time taken to develop safe, effective, globally accessible vaccines against new threats to just 100 days. Achieving this '100 Days Mission', which has been embraced by the G7 and G20, would give the world a fighting chance of containing a future outbreak before it can spread to become a global pandemic, potentially averting millions of deaths and trillions of dollars in economic damage.

About the role

CEPI's 2022-2026 Strategy (CEPI 2.0) articulates the strategic objectives of "Prepare, Transform and Connect" and outlines CEPI's ambitious programme that aims to substantially reduce global epidemic and pandemic threats. The ecosystem for pandemic preparedness and response is rapidly evolving, and subject to high-level political discussions on a global, regional and national level. As a result, CEPI is looking to strengthen its ability to monitor and analyze key processes and strategies of relevance to our work, to inform our priorities and strategically pursue opportunities and challenges.

The Policy Analyst will support CEPI's evolving policy work to position CEPI as a 'key connector' in line with its mission to accelerate the development of vaccines and other biologic countermeasures against epidemic and pandemic threats, making them accessible to all in need.

The Policy Analyst will be instrumental in developing an internal framework to enable CEPI to achieve this by coordinating, prioritizing, and conducting secondary research, analyzing data, and deriving actionable insights that may impact CEPI 2.0 strategy and its implementation activities. The Policy Analyst will play a key role in ensuring CEPI is positioned correctly in a rapidly evolving landscape.

Responsibilities

  • Develop and continuously evolve CEPI positions in key pandemic preparedness and response ecosystem areas, including R&D, preparedness and response financing, lower and middle income country challenges and equitable access.
  • Monitor, systematically collect and analyse information about identified global policy drivers (e.g. the work of G20/G7, UN, Global Health Security Agenda etc.) with a view to developing policy advice for CEPI.
  • Project manage across teams in the development of evidence-based policy positions that CEPI may advocate for externally.
  • Serve as CEPI as a subject matter expert on health policy and advocacy.
  • Contribute to the development of strategic recommendations to drive high quality, evidence-driven strategic decisions.
  • Other responsibilities that the candidate may be called on to undertake in accordance with the role of Policy Manager.

Education, Experience and Competence

  • Bachelor's or master's degree in relevant discipline (life sciences, public health, international affairs or another relevant subject).
  • Demonstrated (5 + years) of relevant professional experience (e.g. global health strategy and/or analysis).
  • Demonstrated experience working on complex projects with diverse stakeholders.
  • Advanced understanding of the global health ecosystem, preferably within epidemic preparedness and response.
  • Self-starter with strong planning and project management skills, and with a flexible, positive, pro-active attitude.
  • Strong interpersonal skills and ability to work collaboratively with colleagues and partners from a wide range of disciplines, backgrounds and cultures; matrix experience a strong plus.
  • Strong analytical skills, with proven capabilities interpreting data and qualitative research and distilling into actionable key takeaways.
  • Strong written and oral communication skills, with demonstrated ability to deliver high quality work within tight deadlines.
  • A track record of resilience, sound judgment and decisiveness in pressured circumstances.

  • This role is based in Oslo, Norway/London, UK.
