Commissioning Operations Manager

RESPONSIBILITIES
- Oversee the activities of the Business Unit related to Commissioning.
- Organize, schedule, and supervise all office-based Commissioning staff while coordinating and managing on-site personnel involved in the project.
- Collaborate with the Human Resources Department to select and recruit appropriate Commissioning site personnel.
- Ensure that all Commissioning personnel understand and adhere to the relevant Quality Assurance (QA) and Health, Safety, and Environment (HSE) procedures.
- Accountable for the Quality and Safety performance of all individuals within the Commissioning Department.
- Assist the Construction and Commissioning Division Manager in formulating the budget for the Commissioning Department.
- Conduct annual performance evaluations for the personnel in the Commissioning Department.
- Manage all administrative tasks related to the Commissioning Department, including identifying training and development needs for the Commissioning staff and coordinating with the Training Department.
- Engage in the review, development, and updating of the GEMS, Departmental Working Instructions, and Job Descriptions relevant to the Commissioning Department.
- Provide necessary support during the bidding phase to the Estimating Department concerning Commissioning-related issues.
- Assist the Project Management Team (PMT) in executing Commissioning activities efficiently and on schedule.
- Participate in the transition of projects from Sales to the Project Office.
- Support Project Managers in defining the Commissioning Execution Philosophy and determining staffing needs for each project, with guidance from the Group Commissioning Manager.
- Ensure adequate Commissioning support is available during the Engineering phase of projects.
- Confirm that all commissioning requirements are clearly defined and understood, and assist in developing procedures as necessary.
- Oversee the preparation of the Commissioning Database and deliverables in accordance with the Project Schedule.
- Lead the Commissioning team in supporting the aforementioned activities, identifying engineering changes that affect the Completion scope, and monitoring the progress of the Completion team.
- Advise the PMT on EPC schedule inputs, criticality analysis, and interface management, particularly concerning Yard or Offshore Subcontractors.
- Monitor on-site Commissioning activities, including the closeout of Inspection Test Records (ITRs), Punch List clearance, and the execution of Operational Test Procedures (OTPs).
- Regularly visit construction sites during the Construction/Commissioning phase to assess the performance of the Completion Team and ensure adherence to project milestones.
- Provide temporary coverage in Construction Yards or Offshore Facilities as needed.
- Personally manage critical aspects of Commissioning activities when faced with technical challenges or significant risks.
JOB REQUIREMENTS
- Education: A university degree in Engineering or Materials Science, specializing in Mechanical, Process, Electrical, or Instrumentation disciplines.
- Experience: At least 15 years of experience in Commissioning within the Oil and Gas sector, particularly with FPSOs, and substantial experience as a Project Commissioning Manager.
- Specific Competencies: Strong communication, planning, and organizational skills; ability to react promptly and take initiative to devise creative and effective solutions; capacity to take ownership and make timely decisions in challenging situations; willingness to travel as project needs dictate (25% or more); fluency in spoken and written English is essential, and proficiency in additional languages is advantageous.
