RESPONSIBILITIES

  • Oversee the activities of the Business Unit related to Commissioning.
  • Direct and coordinate all office-based Commissioning staff, while also managing the on-site Commissioning teams assigned to various projects.
  • Collaborate with the Human Resources Department to select and onboard suitable Commissioning personnel for site operations.
  • Ensure that all Commissioning staff comprehend and adhere to the relevant Quality Assurance (QA) and Health, Safety, and Environment (HSE) protocols.
  • Accountable for the Quality and Safety performance of all personnel within the Commissioning Department.
  • Assist the Construction and Commissioning Division Manager in formulating the budget for the Commissioning Department.
  • Conduct annual performance reviews for the personnel in the Commissioning Department.
  • Manage all administrative tasks related to the Commissioning Department, including identifying training and development needs for the Commissioning staff and coordinating with the Training Department.
  • Engage in the review, development, and updating of the GEMS, Departmental Working Instructions, and Job Descriptions relevant to the Commissioning Department.
  • Provide necessary support during the bidding phase to the Estimating Department concerning Commissioning-related issues.
  • Offer assistance to the Project Management Team (PMT) to ensure timely and effective execution of Commissioning activities.
  • Participate in the transition of projects from Sales to the Project Office.
  • Support Project Managers in defining the Commissioning Execution Philosophy and the associated staffing requirements for each project, with guidance from the Group Commissioning Manager.
  • Ensure adequate Commissioning support is available during the Engineering phase of projects.
  • Confirm that commissioning requirements are clearly defined and understood, and assist in developing procedures as necessary.
  • Ensure proper preparation of the Commissioning Database and deliverables according to the Project Schedule.
  • Lead the Commissioning team in the aforementioned activities, identifying when engineering changes affect the Completion scope and monitoring the progress of the Completion team.
  • Support the PMT with inputs on the EPC schedule, criticality analysis, and interfaces, particularly concerning Yard or Offshore Subcontractors.
  • Monitor on-site Commissioning activities, including the closeout of Inspection Test Records (ITRs), Punch List clearance, and Systems Handover progress.
  • Regularly visit construction sites during the Construction/Commissioning phase to assess the performance of the Completion Team and ensure adherence to project milestones.
  • Provide temporary coverage in Construction Yards or Offshore Facilities as needed.
  • Personally manage specific technical challenges or risks associated with Commissioning activities when required.

JOB REQUIREMENTS

  • Education: A university degree in Engineering or Materials Science, specializing in Mechanical, Process, Electrical, or Instrumentation disciplines.
  • Experience: At least 15 years of experience in Commissioning within the Oil and Gas sector, particularly with FPSOs, and significant experience as a Project Commissioning Manager.
  • Key Competencies: Strong communication, planning, and organizational skills; ability to react and take initiative to develop creative solutions; capacity to take ownership and make timely decisions in challenging situations; willingness to travel as required (25%+ of time); fluency in spoken and written English is essential, with additional languages being advantageous.
