Commissioning Operations Manager

RESPONSIBILITIES
- Oversee the activities of the Business Unit related to Commissioning.
- Direct and coordinate all office-based Commissioning staff while managing the on-site Commissioning teams assigned to various projects.
- Collaborate with the Human Resources Department to select and recruit suitable Commissioning personnel for site operations.
- Ensure that all relevant Quality Assurance (QA) and Health, Safety, and Environment (HSE) protocols are understood and enforced by the Commissioning team.
- Accountable for the Quality and Safety performance of all personnel within the Commissioning Department.
- Assist the Construction and Commissioning Division Manager in preparing the budget for the Commissioning Department.
- Conduct annual performance evaluations for the personnel in the Commissioning Department.
- Manage all administrative functions related to the Commissioning Department, including identifying training needs and coordinating with the Training Department.
- Participate in the review and enhancement of the GEMS, Departmental Working Instructions, and Job Descriptions relevant to the Commissioning Department.
- Provide necessary support during the bidding phase to the Estimating Department for Commissioning-related inquiries.
- Support the Project Management Team (PMT) to ensure timely and effective execution of Commissioning activities.
- Engage in the transition process between Sales and the Project Office.
- Assist Project Managers in defining the Commissioning Execution Philosophy and determining the staffing requirements for each project with input from the Group Commissioning Manager.
- Ensure adequate Commissioning support is available during the Engineering phase of projects.
- Verify that commissioning requirements are clearly defined and understood, and assist in developing procedures as necessary.
- Oversee the preparation of the Commissioning Database and deliverables in accordance with the Project Schedule.
- Lead the Commissioning team in the aforementioned activities, identifying impacts of engineering changes on Completion scope and monitoring progress.
- Support the PMT with input on EPC schedules, criticality analysis, and interface management, particularly with Yard or Offshore Subcontractors.
- Monitor on-site Commissioning activities, including the closeout of Inspection Test Records (ITRs), Punch List clearance, and Systems Handover progress.
- Regularly visit construction sites during the Construction/Commissioning phase to assess the performance of the Completion Team and ensure adherence to project milestones.
- Provide coverage in Construction Yards or Offshore Facilities as needed.
- Address specific technical challenges or risks personally when required, managing aspects of Commissioning activities typically handled by the team.
JOB REQUIREMENTS
- Education: University degree in Engineering or Materials Science, specializing in Mechanical, Process, Electrical, or Instrumentation disciplines.
- Experience: At least 15 years of experience in Commissioning within the Oil and Gas sector, particularly with FPSOs, including significant experience as a Project Commissioning Manager.
- Specific Competencies: Strong communication, planning, and organizational skills; proactive problem-solving abilities; capacity to make timely decisions in challenging situations; willingness to travel as required (25%+); fluency in English, with additional languages being advantageous.
