A highly qualified, resilient, and dynamic Livelihood and Food Security professional to deploy to humanitarian crises and start-ups, to provide technical support of the Livelihood and Food Security (LFS) core competency, strategic direction and quality assurance, develop LFS strategy and quality control at country level. This includes recruiting, mentoring, training, and capacity building of staff on LFS technical capacity.

What you will do:

  • Develop LFS country strategies, response plans and macro log frames that are aligned with NRC’s Programme Policy, LFS Global Strategy and regional strategies and priorities.
  • Contribute to fundraising, develop and revise funding proposal, budgets and donor reports.
  • Identify trends, technical standards and donor priorities.
  • Follow up on compliance with contractual commitments within LFS, ensure high technical quality and synergies in project implementation.
  • Provide technical direction and project implementation support, including development of assessment tools.
  • Contribute to Monitoring and Evaluation (M&E), using M&E data to adapt programming where needed.
  • Ensure that key learnings are extracted from LFS implementation and incorporate them to the programme and staff development processes.
  • Provide systematic training and build capacity of technical staff in LFS methodologies and themes and other relevant areas. 
  • Represent NRC in relevant forums/clusters, including with national authorities and donors.
  • Promote the rights of persons affected by displacement in line with the advocacy strategy.
  • Support the development of the first line response strategy for LFS.
  • Support the consideration and inclusion of cash-based interventions and market-based approaches within LFS responses, where appropriate.
  • Explore and support the use of digital solutions for LFS and Emergency Response programming.
  • Work jointly with other Core Competencies (including Education; Shelter, WASH and ICLA) to address barriers to rights and durable solutions and ensure high quality, safe services.
  • Lead LFS advocacy efforts at country level and contribute to regional and global advocacy initiatives. 
  • Reference to specific responsibilities is outlined in a separate Terms of Reference (TOR) which will be developed for each assignment.

What you will bring:

  • Minimum first level university degree/bachelor’s degree in related field.
  • Minimum 4 years of relevant professional experience within LFS related themes and activities in a humanitarian/recovery context.
  • Experience working in complex and volatile contexts. Substantial experience working in acute emergency situations is highly preferable.
  • Experience in drafting and encouraging implementation of policy/strategic guidance and developing practical tools and resources.
  • Extensive knowledge of cash-based interventions and market-based programmes.
  • Experience in leading livelihoods and food security assessments.
  • Knowledge and experience with durable solutions in emergency settings. 
  • Solid understanding and experience of refugee and IDP crisis contexts.
  • Flexible, with the ability to adapt to the programmatic needs of the specific deployment.
  • Capacity to swiftly deliver in a stressful and fast-paced environment.
  • Knowledge about own leadership skills/profile with documented results related to the position’s responsibilities.  
  • Fluency in English, both written and verbal. French, Spanish or Arabic languages skills is an advantage.

  • Duty station: Global Roving
  • Contract: 24 months (Renewal is subject to performance and funds availability)
  • Travel: Up to 75%.
  • Salary/benefits: grade 9 on NRC’s salary scale, with accompanying terms and conditions
