Role description

The Program Controls Manager will be a central part of the Movie Program Management Office (PMO) and will report to the Movie Program Director. In the day-to-day work, the role will work closely with the Program Director and the other two main roles in the PMO: Program Planning Manager/Planning Architect (responsible for preparing, further developing and maintaining program and project plans) and Senior Business Controller (responsible for the financial and accounting follow-up and reporting from the program to the line organisation).

The Program Controls Manager is a new role in the program and will play a critical role in the analysis, planning and control of the financial aspects of the program and the 83 projects. The program has 10 project managers who are dedicated to following up the construction of new technical facilities (Site Project Managers) and the relocation of telecom infrastructure (Telecom Project Managers). Each of the project managers is responsible for the daily follow-up of the finances and cost control in each of their projects. The Program Controls Manager must ensure methodically good Project Cost Control in each of the programme's projects, and superior for the programme, further develop and manage a good and appropriate Cost Breakdown Structure (CBS), guide and control the project managers in the financial management of each project. The Program Controls Manager has overall responsibility for the program finances together with the Senior Business Controller. The Program Controls Manager shall manage and coordinate the Project Cost Control activities in the projects and across the program in collaboration with the Program Senior Business Controller with the objective of controlling and managing the costs throughout the life cycle of each project in the program, so that the program in sum delivers predictably on its goals within the financial framework.

Main tasks and areas for key contributions:

• Analysis: Independently obtain data from ERP and purchasing systems (Oracle, Coupa, etc.), compile and analyze this to provide a basis for decision-making, follow up findings and approved measures.

• Budget development: Collaborate with project managers and stakeholders to further develop detailed project budgets that identify all costs related to the project and resource use, Cost-Time-Resource (CTR), based on analyzes of experience data from other projects in the programme. As needed, assist Telenor Norge in the quarterly and annual capex and opex process related to Movie.

• Cost estimation: At program level, lead the estimation of the costs for various project elements by assessing historical data etc., in order to establish realistic cost expectations. Further develop models for cost estimation and key figures, specifically also within the Telecom part of the programme.

• Forecasts: Develop cost forecasts (EAC, ETC etc.) in collaboration with the Program Senior Business Controller for how the project costs may develop over time. Identification of potential challenges and opportunities for cost optimization. Assist in managing the priority ranking of projects in the program portfolio, etc. bottlenecks and annual opex/capex budget limits.

• Cost tracking: Assist in ensuring the collection of time and cost reporting for the programme's activities linked to Telenor Norge, Telenor Towers and other contributors. Compile the overall picture, ensure and manage good CBS with regard to cost and expenditure analysis.

• Variance analysis: Continuously monitor and control project costs against the approved budgets, as well as assist in the progress follow-up with the Program Planning Manager. Identify and analyze any deviations between planned and actual costs.

• Cost control measures: From variance analyses, investigate the causes of cost overruns or savings and provide insight to project managers and stakeholders, identify and follow up strategies and measures for cost improvements. Overall follow-up on forecasts for order placement (POs) vs. ETC.

• Cost cutting initiatives: Collaborate with the program team and Program Senior Business Controller to identify opportunities for cost reduction without compromising program goals.

• Change management: Assist in the identification and assessment of the financial impact of project changes, scope adjustments or deviations from the original plan.

• Reporting: Prepare regular reports and financial overviews to communicate the programme's financial status to stakeholders in collaboration with the Senior Business Controller.

• Risk management: Identify potential financial and temporal risks for the programme, develop risk-reducing strategies with the project team and follow up measures. Depending on the candidate's experience: lead the team in the program's Risk & Opportunity work.

• Continuous improvement: Seeking ways to improve program and project cost control. Assist in the programme's internal development and improvement work. Implement best practice and keep up to date with trends and tools within the field of Project Cost Control and management of large programs and projects. Advise the program team in program and project financial methodology so that we as a team develop our expertise where there is a need.

Competence requirements

Must have:

• Deep and broad expertise in the field of Project Cost Control and cost management of large, complex projects within industries that deliver across a large number of technical disciplines

• Deep knowledge within the definition and follow-up in the execution phase of advanced project structure, WBS, CBS and cost management, including, but not limited to, cost plans, baselines, resource management and Risks and Opportunities

• Solid understanding of project management methodology of waterfall projects

• Must have knowledge of project planning at the level expected for large capex projects.

• Structured and good methodological understanding of complex project work

• Minimum 10-15 years' experience with financial management in large complex projects

• Relevant education at master's level, MSc./Siv.ing. or MBA/Siv.ec. (other studies may also be relevant)

• Good written and oral communication skills in Norwegian and English

Desired:

• Experience as a Project Commercial Manager, Project Business Manager or Project Manager on large projects in the Oil and Gas industry, or similar, counts positively

• Experience with ServiceNow Strategic Portfolio Management (SPM) as a tool for managing portfolios, programs and projects

• Experience with or familiarity with Safran Project, Primavera P6, or Omega365, possibly advanced user of MS Project counts positively for methodological understanding

• Good technical and practical understanding of multidisciplinary project implementation with design, documentation, procurement, construction, installation, commissioning and remediation or Engineering, Procurement, Construction, Installation (EPC/EPCI)

• Experience with preparing Dashboards, e.g. from PowerBI, or similar Business Intelligence tools, which can be transferred to ServiceNow SPM.

• Experience with preparing reports for senior management in larger companies

• Certifications: PRINCE2, PMP, MoP, MSP or similar that support best practice for working with the Project Cost Control field, Programs and project portfolios.

• Experience from Telecom can count positively

• Could be security cleared and authorized in accordance with the Security Act
